Job Description

Responsible for the enforcement of By-laws, programs and initiatives through education and awareness, and when required, the issuance of warnings, violation notices and penalties. This job will conduct investigations and inspections, respond to complaints in a professional and timely manner and work to achieve voluntary compliance whenever possible, utilizing excellent customer service skills.

DUTIES & RESPONSIBILITIES

(including but not limited to):

  • Ensure compliance with the region’s public works by-laws including illegal dumping, parking, signage, property standards and others that may be applicable
  • Schedule and conduct routine compliance and enforcement checks
  • Investigate complaints and alleged offences regarding all aspects of the region’s by-laws
  • Communicate effectively with members of the public – educate, mediate, and negotiate with residents with respect to the by-law violations, providing adequate opportunity and time to the residents to bring the by-law violation into compliance
  • Take appropriate action based on investigative results, policies and procedures including issuing notices, orders, tickets, and summons
  • Provide information and guidance to residents, business owners, and visitors on protocols and guidelines, offering suggestions for improvement toward compliance
  • Provide suggestions for developing new initiatives and programs geared toward increasing compliance, including feedback on by-law amendments and/ or policy and procedure changes
  • Maintain up to date database of information related to non-compliance issues and offenders
  • Prepare reports and correspondence, and compile statistical information regarding investigations or complaints, as required, and maintain complete and accurate records of same in the region’s records systems
  • Act as expert witness in court
  • Make recommendations to revise or develop new by laws for approval
  • Actively work and co-ordinate with by law officials from area municipalities
  • Work safely and in compliance with relevant statutes and regulations and within the safe work procedures and directives as established by the region
  • Related duties, as assigned

PHYSICAL / PSYCHOLOGICAL DEMANDS & WORKING CONDITIONS:

This job will work both in and out of the office, with approximately 80% of its time in the field.

  • While out of the office, the majority of time will be in a region vehicle, roving through the entire region to conduct investigations and inspections
  • Mental, visual and/ or aural concentration is required when investigating, taking notes or attending court
  • Physical effort will be required with foot patrols and long periods of standing
  • May be exposed to inclement weather and emotionally charged situations

Flexibility of hours and available occasional evenings and Saturdays, as required.

HEALTH & SAFETY RESPONSIBILITIES:

  • Work in a safe manner that is in compliance with the Occupational Health & Safety Act and policies/ procedures
  • Participate in health and safety-related training
  • Wear or use the required protective equipment, clothing and/or devices
  • Report injuries, hazards, or equipment defects

Education and Experience

  • Must be 18 years of age
  • Police Foundations or similar law enforcement programs an asset
  • Clean criminal background check
  • Must be legal to work in Canada
  • Own or have access to vehicle
  • Clean drivers abstract (will be in company vehicle)
  • Strong customer service skills
  • Proficient in English communication
