The City of Owen Sound is seeking a detail-oriented and customer-focused Development Coordinator to support the Building and Planning & Heritage Divisions. This role plays a key front-line and administrative support function, ensuring development applications, permits, and records are processed accurately, efficiently, and in accordance with municipal and provincial legislation.
Reporting to the CBO and Manager of Planning & Heritage, the Development Coordinator serves as a primary point of contact for the public and development stakeholders and supports the Development Team’s daily administrative operations. This posting is for a 13-month contract for a leave of absence.
What You’ll Do
Permit & Application Intake
- Receive, review, and process Building Permit applications, including zoning conformity review
- Coordinate the intake, circulation, and tracking of Planning and Heritage applications
- Administer sign permit applications and municipal address changes
Customer Service & Front Counter Support
- Act as the primary point of contact for Planning and Building inquiries by phone, email, and in person
- Provide accurate information to residents, contractors, developers, and consultants
- Facilitate appointment bookings, inspections, and meetings
Records & Systems Management
- Maintain organized and accurate permit and application files
- Process payments and support financial tracking related to applications
- Manage records using Cloud Permit, SharePoint, and other municipal systems
Administrative & Team Support
- Provide administrative support to the Development Team
- Support interdepartmental coordination and information sharing
- Ensure compliance with applicable legislation, by‑laws, and internal procedures
What We’re Looking For
Education & Experience
- Two‑year post‑secondary diploma in Office Administration, Business, or a construction‑related field, or equivalent experience
- Pursuit of Registered Professional Planner (OPPI) or Planning Technician (CPT) certification is an asset
- Building Code Identification Number (BCIN) certifications with the Ministry of Municipal Affairs and Housing are an asset
- Experience in a municipal environment is considered an asset
- Experience in Planning, Development, or Building departments is considered an asset
Skills & Competencies
- Strong customer service and interpersonal communication skills
- Proficiency with Microsoft Office applications, including SharePoint
- Experience using Cloud Permit or similar property/records management systems
- Strong organizational, analytical, and problem‑solving skills
- Working knowledge of:
- Ontario Building Code and Building Code Act
- Planning Act and zoning by‑laws
- Ability to work independently with minimal supervision and collaboratively within a team
- Certification under Division C, Section 3.1.4 of the Ontario Building Code (Legal Process for CBO, House) is an asset
Compensation & Benefits
- Wage: $63,791 – $75,111 annually
- Benefits: Comprehensive 50/50 co-pay Extended Health & Dental plan, and OMERS defined benefit pension plan.
