The City of Owen Sound is seeking a dedicated professional to join our team as a By‑law Enforcement Officer (Part‑Time, Contract). Reporting to the City Clerk, this role is responsible for public education, promotion, and enforcement of the City’s regulatory by‑laws, including performing the statutory and operational duties of a Provincial Offences Officer under the Provincial Offences Act and other applicable legislation. This posting is for a new position.
What You’ll Do
- Customer Service & Compliance: Receive and document citizen inquiries and complaints, provide timely responses, and promote voluntary compliance through education.
- Investigation & Enforcement: Conduct investigations; gather evidence; and where necessary issue written warnings, Provincial Offences Notices, orders, and related documents; follow up on ongoing investigations and outstanding orders.
- Patrol & Proactive Outreach: Patrol for violations, engage with the community, and proactively inform residents to encourage compliance.
- Records, Reporting & FOI: Maintain records and statistics; respond to Freedom of Information requests (FOIs); provide comments related to Business Licensing and Short‑Term Rentals (STRs).
- Court & Prosecution Support: Assist the prosecutor with preparing court documents and appear as a witness as required.
- Collaboration: Work in all weather conditions with Parking Enforcement, Animal Control, Fire/Police Services, Planning, Engineering, Public Works, Parks and partner organizations to support coordinated enforcement and service to residents.
What We’re Looking For
Education & Experience
- College diploma/certificate (or equivalent) in Municipal Law Enforcement, Police Foundations, Criminal Justice, Security, or a related field.
- 1–3 years as a municipal By‑law Enforcement Officer or similar experience; municipal experience is an asset.
Skills & Competencies
- Working knowledge of the Provincial Offences Act with practical experience initiating proceedings and issuing tickets/orders.
- Strong conflict resolution, negotiation and/or mediation skills; excellent verbal and written communication and public‑relations skills.
- Organization and time‑management skills; ability to read and follow policies/procedures.
- Technology: Microsoft Windows/Office; ability to learn or working knowledge of Cloudpermit, GIS, and SharePoint.
Other Requirements
- Valid G‑Class driver’s licence in good standing.
- Favourable criminal record check and eligibility for appointment as a By‑law Enforcement Officer.
Compensation & Benefits
- Wage: $35.05/hr – $41.27/hr 24 hours per week with flexible scheduling (3×8 hour days, or 4×6 hour days etc.)
- Benefits: OMERS defined benefit pension plan.
