The City of Owen Sound is seeking an enthusiastic, community-focused By-law Enforcement Student to support the delivery of municipal regulatory services during the summer term. Reporting to the City Clerk, this role supports the Bylaw Enforcement team through public education, investigation support, and customer service, with a strong focus on promoting voluntary compliance with City bylaws.

 

This position offers hands-on experience in municipal law enforcement, customer service, and regulatory administration. It involves working collaboratively with internal departments and external partners to support a safe and well-managed community. This posting is for a summer student position.

 

What You’ll Do

By‑law Enforcement Support

  • Assist with the intake, documentation, and tracking of citizen inquiries and complaints.
  • Support investigations by gathering information, conducting follow-ups, and preparing documentation such as written warnings, notices, orders, or Provincial Offences materials under supervision.
  • Assist with monitoring and follow‑up on ongoing investigations and outstanding compliance matters.

Public Education & Customer Service

  • Promote awareness of municipal regulatory bylaws and encourage voluntary compliance.
  • Provide courteous, timely, and accurate responses to residents, businesses, and stakeholders.
  • Support public-facing initiatives related to by-law education and compliance.

Administrative & Research Support

  • Assist with Freedom of Information (FOI) requests and requests for comment related to Business Licensing and Short‑Term Rentals.
  • Undertake research related to bylaws, enforcement practices, or policy updates as assigned.
  • Maintain accurate records and documentation using City systems and databases.

Field Support & Collaboration

  • Patrol the City to observe potential by-law violations when required.
  • Work collaboratively with Parking Enforcement, Animal Control, Fire Prevention, Police Services, Planning, Engineering, Public Works, and Parks staff.
  • Perform other related duties as assigned to support departmental operations.

 

 

What We’re Looking For

Education & Experience

Currently enrolled in, or working toward, a college diploma, certificate, or equivalent, preferably in:

  • Municipal Law Enforcement
  • Police Foundations
  • Criminal Justice
  • Security or a related field

 

Skills & Competencies

  • Strong customer service and interpersonal skills.
  • Excellent verbal and written communication skills in English.
  • Good organizational and time‑management abilities.
  • Ability to read, understand, and follow defined policies and procedures.
  • Working knowledge of Microsoft Windows and Microsoft Office.
  • Ability to learn and use municipal software systems such as Cloud Permit, GIS, and cloud-based permitting platforms.

 

Other Requirements

  • Valid Class “G” driver’s licence in good standing and access to a reliable vehicle.
  • Ability to work outdoors in all weather conditions.
  • A favourable Criminal Record Check.
  • Eligibility for appointment as a Municipal Law Enforcement Officer.
  • Ability to work independently and as part of a team while exercising sound judgment and professionalism.

 

Compensation & Benefits

  • Wage: $20.00 per hour, 35 hours per week
  • Benefits: OMERS defined benefit pension plan eligibility.
